Ruben Oganesov was born on June 14, 1964. In 1986, he graduated from the history faculty of the Moscow State Regional Pedagogical Institute, and in 2005 he received a PhD in economics.
From 1988 to 1989, he worked as editor and department head at the USSR State Committee for Television and Radio Broadcasting (Gosteleradio).
From 1989 to 1991, he was secretary of Gosteleradio’s Komsomol committee, and from 1991 to 1995, he continued working in Gosteleradio as the editor of Central Television’s main information desk.
From 1991 to 1992, he was a senior editor of the operational information department in the All-Russian State Television and Radio Broadcasting Company (VGTRK). From 1992 to 1995, he was a news correspondent and then a special correspondent at Ostankino, a Russian public television and radio company.
From 1995 to 1999, and again from 2002 to 2004, he was the president of the Mediastar Production Company.
From 2000 to 2002, he was general manager of Muz-TV. It was under Ruben’s leadership that the channel carried out a major rebranding initiative and became the first 24-hour Russian television channel. The channel’s studio and interprogram designs were also updated in the process. As a result, Muz-TV won the TEFI national television award in 2000 in the nomination “Best television design”. Moreover, Muz-TV began its collaboration with a number of international studios, including Universal Music and Warner.
From 2004 to 2009, Ruben Oganesov served as general manager of SevenTV, a former federal channel. During his time at the helm, the channel increased the quantity of its sports broadcasts - there were up to 30 issued daily - and also showed live broadcasts of the “24 Hours of Le Mans” endurance race, the Premier League final, and the NFL Super Bowl.
From 2007 to 2009, he served as chairman of the board of directors of Muz-TV channel.
From 2009 to 2012, he was general manager of Televidenie Podmoskovye, and in 2012 he was promoted to general manager of Media Podmoskovye.
In December 2012, Ruben Oganesov was appointed head of Moscow region’s information department and given ministerial status.
In October 2017, he was appointed advisor to the CEO of Russian Post on matters of corporate communications, and in 2018 he was appointed deputy general manager of marketing and external communications at Russian Post.
In April 2020, Ruben Oganesov was appointed advisor to the Gazprom-Media Holding CEO.
In 2007, Ruben Oganesov received the Moscow region’s governor award “For achievements in mass media”. Ruben is also an honorable radio operator of the Russian Federation, and holds the titles “Media manager of the year” (in the “Electronic media-television” nomination for 2008 and 2011), “Manager of the year in a state and municipal organization”, as well as the Patriarchal mark “700-year anniversary of Saint Sergius of Radonezh”.
